Fun Excel Bar Chart Right To Left
Im not sure of the value of creating a bar that goes right to left but heres how you would do it.

Then on the Format Axis window check the box for Categories in Reverse Order. This will result in the secondary y horizontal axis showing up at the top of the chart. One would think that by highlighting the label area text box and clicking on the alignment options one could left-justify the text.
